Investigations conducted by The Malawi Star team around Kafukule area in Mzimba district, has uncovered that the village headman Kabinga Chinula swindled Constituency Development Funds (CDF) amounting to MK700, 000.00 ![]() The Money was meant for the rehabilitation of classrooms at Bewu primary school which were razed down by heavy downpours that recently stormed the area. Documents seen by our team indicates that he left out some of the materials and only bought about 22 bags of cement at Kafukule Farmers’ World. Taking advantage of his connection to the local authority, Chinula later thought of selling again all the 22 bags of cement to other locals because he needed the money most. Chairman of the development committee in the area Kamkhoti Mkandawire who confirmed the malpractice further implicated Councillor Tobias Mvula whom he said had a hand in the deal. Mkandawire told our reporter that Mvula connived with Chinula to sell additional eight bags of cement and raised the money for their personal use. “I also have evidence on the issue and these two men are thieves who swindled a lot of money meant for developing our constituency. I would urge your team to investigate them further because we still suspect that they swindled a lot of money just that as locals we may fail to have successful follow ups,” said Mkandawire. The Malawi Star team understands that, the two local authorities are yet to refund the money to the relevant authorities over unspecified reasons and the rehabilitation project at the said school remains in shambles. |
